The Washington State Building Code Council (SBCC) entered into emergency rule making on November 19th and voted to require testing, but not sealing, of duct systems when a heating or cooling system is replaced in existing homes (including replacement of a furnace, air handler, or air conditioner or heat pump). In short, you will still be required to have your duct system tested for leaks when you replace any part of your system, but duct sealing will no longer be a mandatory code requirement as it was set to be.
This is a huge victory for consumers and a battered economy. BelRed and most industry groups have supported testing duct systems for leaks, but do not feel it is appropriate to require mandatory duct sealing. We believe that our best customer is an informed customer, and this new code change will give consumers the information they need to make an informed choice about their own home.
The battle is not over, however, as this code change is only valid for 120 days during which time it is expected the SBCC will enter into permanent rule making. We will continue to push for permanent adoption of this rule, and will keep you updated as there are new developments.
